In Indonesia, thousands of small islands face multiple and intersecting hazards: heat, extreme weather, floods, earthquakes, and sea-level rise. Together with structural injustices rooted in colonialism, marginalization, and extractive development, the accelerating climate crisis acts as a hazard multiplier, exacerbating existing vulnerabilities and inequities and driving socio-political instability. Frontline communities, especially women, people with disabilities, LGBTQ+ people, refugees and migrants, older people, Indigenous groups and youth, are disproportionately vulnerable to the impacts of rising temperatures, extreme weather and environmental degradation. Yet their knowledge, leadership and lived experiences are often marginalised in research, policy and planning. In response, the emerging concept of ‘disaster justice’ is positioned at the confluence of such social, environmental and climate injustices. GENERATE aims to advance a transformative and community-led agenda for inclusive and intersectional disaster justice. Working in collaboration with frontline communities we aim to transform how disaster risk reduction (DRR), and climate and disaster research, policy and action are understood and practised at multiple scales in Indonesia and beyond, centring the voices, needs and agency of those most affected. This is reshaping how climate and DRR challenges are understood, confronting systemic injustices, and strengthening the leadership, visibility and influence of those most affected.
