EMPOWER success at CIVITAS Forum 2017
Close to 500 participants convened for the 15th CIVITAS Forum which took place this September in Torres Vedras, Portugal.
A diverse community of policy makers, practitioners, academics, and city representatives debated the most pressing issues surrounding sustainable urban mobility, and set out clear pathways for bringing cleaner, better transport to Europe.
This year’s Forum had the theme of “Small Communities, Big Ideas”. EMPOWER’s Take-Up City, Bologna, won the CIVITAS Award 2017 in the “Bold Measure” category for their Bella Mossa Campaign. This award is given to a city that adopts a daring and innovative approach that has not been widely implemented yet, and positions the city as a pioneer in certain thematic categories.
The Institute for Transport Studies is the lead partner of EMPOWER, a Horizon 2020 project. Professor Susan Grant-Muller from ITS was among the industry delegates at the CIVITAS Forum.
Speaking about EMPOWER’s award, Marco Amadori said “we are very happy and proud of this award, it is the result of an intense year of work and a great gratification for us.”

The “Bella Mossa” campaign rewards the positive behaviours of citizens by giving discounts and prizes every time they complete a sustainable trip, namely using environmentally friendly transport modes or even walking, acquiring healthy habits.
Sustainable trips are tracked through the BetterPoints platform, which includes a tracking GPS-based app. The scheme is a public-private partnership, with 50 shops from small to very large establishments giving discounts or prizes.
Other EMPOWER activities at CIVITAS Forum included Kain Glensor holding a presentation on EMPOWER and the three pillars of success (ICT tools, users and key stakeholders), and EMPOWER hosting a world cafe session in which issues around using data from tracking apps in relation to local sustainable transport policy-making were discussed.
